Creativity, Innovation and Secrecy

There is a dialectical relation between the idea of Creativity as  Collective Resource  and the Secrecy encouraged by those promoting product innovation as intellectual property as depicted by this bbc video about 21st Century Inventors  "its extremely important to keep it absolutely quiet","confidentuality is key", "It usually takes years"

The question what is the relationship between these two approaches?, where is the power?, can they operate in a complementary way? Are certain types of invention/creation enabled/disabled by the each approach? Are certain perspectives on creative potential popularised by each approach...?

The intellectual property approach fits well  with scientific positivism
Fixed Identity - Individual Genius etc
