Binary Coding, re system gatekeepers and Discourse on REF

It seems likely to me that those closer to the system (Habermas) (eg those paid by it) will be under pressure  utlilise the binary exclusive constructs encoded in the institutions databases. If this is the case this, then it's effects on closure of discourse, needs to be clarified if we are to understand the dynamics of the discourse of exclusion re "Random Expressive Flow" and it's analogs, as Commons and Commodity?
